After earning his Bachelor of Science in Civil Engineering at the University of Texas at Austin, Mr. Briones returned to his hometown of San Antonio and earned Master's degrees in Civil Engineering and Finance.  While attending graduate school, he gained notoriety for developing a presentation entitled, "The San Antonio Water System Rehabilitation Program" for a Gulf Coast Trenchless Association conference in Houston.

Prior to founding Briones Consulting & Engineering, Rolando honed his engineering skills as a project manager for CH2M Hill for six years and served as a division manager for the San Antonio Water System (SAWS) for an additional six years. Among a list of notable accomplishments, Rolando was selected to present on "Membrane Filtration in Wastewater Treatment" at a Texas Water Utility Association Annual Conference, and also selected to present on "Automated Meter Implementation & Financial Analysis for the San Antonio Water System" for a conference hosted by American Water Works Information Technology.

Mr. Briones currently serves as a City Council appointee to the City of San Antonio Planning Commission and the City of San Antonio Zoning Board of Adjustments. He has also served on the City of San Antonio Zoning Commission, San Antonio Development Agencny, and  has been a proud member of the American Water Works Association, North American Society for Trenchless Technology, Gulf Coast Trenchless Association and American Society of Civil Engineers.

As President and founder of Briones Consulting and Engineering, Rolando is responsible for the development of new projects, engineering design and marketing.
